SOLICITATION
 
Orange Water and Sewer Authority (OWASA) is soliciting Applications for Bidder Prequalification for the purpose of obtaining a qualified Contractor for the Sanitary Sewer Aerial Stream Crossings Rehabilitation/Replacement Project, hereinafter called the "Project."
 
Only applicants that have been prequalified in accordance with this (Application for Bidder Prequalification) will be allowed to submit Bids for this Contract. Bids received by those who have not been prequalified under the terms of this Section will not be considered and its Bid will be returned unopened.
 
A complete copy of the Application for Bidder Prequalification is posted on the OWASA web site at www.owasa.org under the ‘What We Do/Product and Service Bidders’ web page or may be obtained by request by emailing Mr. Jeremy Fireline, Utilities Engineer, at jfireline@owasa.org. The Application for Bidder Prequalification (also referred to as the Application) and the associated forms contained in this Application for Bidder Prequalification will be the only acceptable application format.
 
The completed application must be delivered to Mr. Jeremy Fireline, P.E., Utilities Engineer, at OWASA, 400 Jones Ferry Road, Carrboro, NC 27510 no later than 2:00 P.M. on April 10, 2014. No Application for Bidder Prequalification will be accepted after the deadline.
 
OWASA anticipates completing the Bidder Prequalification process by April 24, 2014. Bidder Prequalification results will be posted on the OWASA web site.  Distribution of Bidding Documents is scheduled for April 29, 2014, with a Bid Date of May 29, 2014. Construction Notice to Proceed is projected in July 2014. This schedule is subject to change.
 
OWASA has retained Kimley-Horn and Associates, Inc., (KHA) to design the Project and to manage the Bidding process. Any reference made herein to OWASA shall be interchangeable with Kimley-Horn and Associates, Inc., as needed in regard to their work for OWASA on this project, including but not limited to limitations and exclusions regarding liability and cost.
 
The Project consists of furnishing all materials, labor, equipment, tools, etc. unless otherwise specified, for the complete and operable installation of the:
 
SANITARY SEWER AERIAL STREAM CROSSINGS REHABILITATION/REPLACEMENT CONSTRUCTION: Includes furnishing and installing approximately 75-feet of new bridge structure and concrete foundation for the support of a new 24-inch interceptor that crosses over Morgan Creek and an 8-inch interceptor that crosses over Tom’s Creek. Services shall include, but not limited to, clearing and grubbing, earthwork, fencing, sedimentation and erosion control, new interceptor pipes, new manhole installations, surface and stream bank restoration, bypass pumping, demolition of the existing aerial bridges and structures, and all associated appurtenances as described in the Specifications and shown on the Drawings.
 
The foregoing description shall not be construed as a complete description of all work required.
 
The project will require close coordination with neighborhood residents in the Morgan Creek and Tom’s Creek neighborhood areas. The Contractor shall also be responsible for coordination with the Town of Chapel Hill and the Town of Carrboro for all permits or fees that may be required for this project.
