By Hazel Trice Edney

degree rose 71 percent. So, why, as Congress prepares to reauthorize
the federal law governing higher education, are policy makers so

action. White males were charged $1 for a cookie; white women were
charged 75 cents; 50 cents for Hispanics and 25 cents for blacks.

profiling. [FULL_TEXT]
